Our Mandate

What we do

BOACSDHR's mandate spans the full coordination lifecycle — from partner registration and project review, to information sharing, monitoring, and reporting. Our work ensures that every humanitarian and development actor operating in Borno State is aligned with the Borno State Development Plan (BoSDP) 2020–2045, and that resources are deployed efficiently, transparently, and for maximum impact.

The Agency performs thirteen core functions, each designed to strengthen coordination across government, humanitarian, and development stakeholders in the state.

Coordination

Coordinate the activities of all humanitarian and development partners operating in Borno State to align with the state's development plan.

Partners Registration

Maintain a comprehensive register of all humanitarian and development partners operating in the state, including INGOs, NNGOs, CSOs, and CBOs.

State Data Management Center

Maintain the State Data Management Centre for consistent data collection, analysis, and information sharing across partners.

Project Analysis, Review & Approval

Review project proposals from partners to ensure alignment with the state's development priorities before approval.

Information Sharing

Facilitate timely information sharing between government, partners, and stakeholders to support coordinated planning and response.

Representation

Represent the state at humanitarian and development coordination fora at the federal and international levels.

Policy

Formulate and disseminate policies, guidelines, and standards that govern humanitarian and development work in the state.

Partnerships

Build and sustain strategic partnerships between government, humanitarian/development partners, donors, and the private sector.

Human Capacity Development

Support human capacity development for state actors and partners to strengthen coordination and delivery.

Monitoring & Evaluation

Conduct monitoring and evaluation of partner programmes to track alignment, delivery, and impact.

Quarterly Review Meetings

Convene quarterly review meetings with partners to assess progress, share lessons, and re-plan priorities.

Reporting

Aggregate and synthesize partner reports to provide a coherent picture of state-wide humanitarian and development work.

Issuing Certificates

Issue certificates of registration and operation clearance to qualified humanitarian and development partners.
