About the Agency
Welcome to BOACSDHR
The Borno State Agency for Coordination of Sustainable Development and Humanitarian Response (BOACSDHR) was established in 2019 as part of the government strategy to harmonize and coordinate government and humanitarian/development partners' activities and programming to align with the recovery, stabilization, and development plans of the state.
The law establishing the Agency was signed by His Excellency, ENGR. Prof. Babagana Umara Zulum MNI, FNSE., the Executive Governor of Borno State, on 11th December 2019. BOACSDHR is saddled with the responsibility of formulating policies, guidelines, and programmes to enhance efficiency and streamline the activities of humanitarian and development partners with the state's development plan.
Frameworks and strategies for oversight functions, coordination, and monitoring of the activities of all humanitarian and developmental partners — including international and national non-governmental organizations (INGOs/NNGOs) and civil society/community-based organizations (CSOs/CBOs) operating in the state — are established and implemented by the Agency.
Other functions of the Agency
The Agency provides leadership and ensures an enabling environment for cordial working relationships between all humanitarian and development partners (including INGOs, NGOs, CSOs and other stakeholders), as well as with the military and other security agencies operating in the state.
BOACSDHR serves as the clearing house for all humanitarian and developmental partners and channels all information and documents relating to operations and planning to the appropriate government Ministries, Departments and Agencies (MDAs) responsible for implementation and/or partnerships.
The Agency also develops and maintains a register of humanitarian and development partners, conducts regular review of the register to determine the consistency of periodic reports/information submitted by partners, and advises the state government on the activities of partners and the alignment of their programming with the state's development plan. Liaison services and support to all federal MDAs operating in the state are also provided by the Agency.
