Chief Adviser & Coordinator
Dr. Mairo Mandara is the Chief Adviser to the Governor of Borno State and Coordinator of BOACSDHR. A globally recognized humanitarian and peacebuilder, she was named a finalist for the USIP 2024 Women Building Peace Award.
Dr. Babakura Mamman Gadai
Executive Secretary
Dr. Babakura Mamman Gadai serves as the Executive Secretary of the Agency, providing strategic and operational leadership for the day-to-day coordination of humanitarian and development partners.

Director Planning, Research, Statistics and Coordination
Babi Baba Mala leads the Planning, Research, Statistics and Coordination directorate, overseeing evidence-based planning and partner coordination across the Agency.
